Muhammad Rasul : ウィキペディア英語版 | Muhammad Rasul Mullah Muhammad Rasul is the leader of the High Council of the Islamic Emirate of Afghanistan, a group that split with the Taliban in September 2015. He was a Taliban-appointed governor of Nimruz Province, Afghanistan. The group has demanded that foreign troops leave Afghanistan as a precursor for peace talks. The High Council of the Islamic Emirate of Afghanistan has lent some support to the activities of al-Qaeda and the Islamic State abroad, has stated that neither group is welcome in Afghanistan.
